De-Risking Libya’s Offshore Basins to Take Center Stage at LEES 2026

The Libya Energy & Economic Summit (LEES) 2026, taking place from January 24-26 in Tripoli, will feature a dedicated high-level panel sessions titled “De-Risking the Return to Libya’s Offshore Basins and Exploration Frontiers,” reflecting renewed international momentum in Libya’s offshore oil and gas sector.

The panel will feature senior decision-makers and technical leaders directly shaping Libya’s offshore trajectory. These include Rami Yassine, President: Eastern Hemisphere, Halliburton; Yaqdhan Al Nabhani, Vice President: Completions and Well Interventions, Baker Hughes; Jesus Lama, President: Middle East and North Africa, SLB; David Hajovsky, Executive Vice President: MultiClient Business, TGS; and Sherif Foda, Chairman and CEO, National Energy Services United.

The session comes as Libya enters a pivotal phase of offshore re-engagement, marked most recently by Eni and bp’s confirmation of an ultra-deepwater exploration well in Area C of the Sirte Basin, scheduled for January 2026. This well represents Libya’s first ultra-deepwater exploration effort and is widely regarded as a bellwether for frontier offshore gas potential. The two companies are also advancing further exploration in Area B and maintaining interests across Areas A and D, underpinning a broader multi-basin strategy.

Further strengthening offshore confidence, Eni has resumed drilling in Contract Area D after a five-year hiatus, re-entering the C1-16/4 well near the Bahr Essalam gas field using Saipem’s Scarabeo-9 rig. In parallel, the $8 billion Structure A&E offshore gas development, operated by Mellitah Oil & Gas – an Eni-National Oil Corporation joint venture – continues to progress toward first gas, with new U.S. project management contracts awarded in 2025, reinforcing delivery timelines.

Libya’s offshore recovery is supported by a robust ecosystem of international service and technology providers. Halliburton is currently delivering advanced drilling, digital well management and offshore gas development support, including technical contributions to Structures A&E, maintenance at the Bahr Essalam field, and advisory support for the 2025/26 offshore licensing round. Its offshore operations are coordinated through regional hubs to ensure continuity and risk mitigation.

Baker Hughes plays a critical role in sustaining offshore production and enabling new developments, providing subsea systems, ESP, downhole sensors and digital production solutions across key assets. The company is actively supporting the Bahr Essalam field, the Bouri Gas Utilization Project and the Structures A&E development, while positioning itself to serve new offshore entrants as the country undergoes its first licensing round in nearly two decades.

Against this backdrop, LEES 2026 is expected to outline Libya’s promising but underexplored hydrocarbon regions. The discussion is expected to focus on geological data access, infrastructure-led de-risking, integrated service models, capital discipline and the outlook for Libya’s offshore basins as exploration activity accelerated into 2026 and beyond.
